Gutters are part of the roof edge, so this work usually touches soffits and fascia, sagging gutters and rotted fascia are almost always the same problem. If you’re already planning a roof replacement, doing the gutters at the same time saves a mobilization and gets the drip edge right. If a storm took them down, that’s storm damage repair and likely part of an insurance claim. And if water is coming through the roof rather than over the gutter, start with roof repair.
